-The Daily Journal, Flat River, Monday, December 28, 1987 nothing to indicate that the roofs would have collapsed had the expenditure not been made. It is quite clear that decisions to make these expenditures could have been delayed until hospital officials knew the future use for these buildings. There is no question that some of the amounts expended resulted in waste. We found evidence that some of the new sidewalks installed by the facility were later torn up during the conversion process. Clearly there was a lack of adequate capital planning in the expenditure of these amounts." McDaniel said in November, and still maintains, the funds spent on repairing the buildings--mainly roof repairs-were justified.

What was spent for roofs and energy conservation has paid off well. Most of the sidewalks installed prior to the construction of the prison are still in service, McDaniel understands.

Another source noted the sidewalks were part of an ongoing improvement started before the conversion plan. Some were torn out and replaced by the sidewalk contractor because they had not met the specifications. My auditors did inform Mr. McDaniel of the times and places of the observations but did not divulge the name of the individual. Our intent was not to get the employee in trouble, but to show that a far more serious problem existed: that there was a lack of adequate supervision of facility employees and a possible problem with In November, McDaniel noted "several instances of idle empioyees" noted by the auditor's staff, but when pinned down there north of Rt.

The audience also has the option of submitting questions in advance and having them answered during the live conference. "We could not afford to send teachers to a seminar in New York," Sucharski said, "but we can tape a program and play it when it is convenient for the staff." The Bismarck School District is currently compiling a library of video material for use in the classroom. Teachers examine program directories from ESN and select subjects for use in the classroom. The school librarian either records the program during the school day, or programs the VCR to record the material after school hours, Sucharski explained. "I find comments made by Mr. McDaniel concerning the $119,712 paid from Farmington State Hospital's funds and billed to the Department of Mental Health central office particularly puzzling," Mrs. Kelly said.

"The facts in this case are that Mental Health officials circumvented the legislative appropriation process by using available funds from Farmington to fund an expense of the DMH central office. The total amount paid for the study was paid from a Department of Mental Health Office of the According to the Highway Patrol the auto driven by Gerbitz, south bound on Turley Mill Road failed to negotiate a right hand curve running off the east side of the roadway. The auto struck a dirt embankment and overturned. Traffic accidents claimed fewer Director appropriation, except for the $119,712 which was paid from the Farmington appropriation. This was done because there was an unexpended amount available at the Farmington State Hospital.

The comment made by Mr. McDaniel that an audit team member casually walked into his office to ask about the expenditure is incorrect. Members of my audit staff asked the chief accountant, the hospital management assistant, the assistant superintendent of administration, and finally the superintedent, as to the nature of this expenditure. None of these individuals had any knowledge of the expenditure." McDaniel said the study for which the Farmington money was combined with other mental health funds lives than expected during the fourday Christmas holiday, and the count was also down from last year's Christmas period, officials said. The National Safety Council had predicted that 450 to 550 people could die on the nation's highways during the long weekend.

He said it has paid off well for the state and that the method used to pay for the study did not circumvent the legislative appropriation process. It was the casual manner in which he was asked about the $119,712 by the audit team member that led him not to follow up with an immediate response.

While it was not obvious at the time what that money was for, McDaniel said it would have taken only a short time to check it out through the hospital's own records. The study for which Farmington State Hospital money was spent did help develop a program that has improved the collections for mental health institutions throughout the state, McDaniel said. period ended just after midnight local time today, the count stood at 322. The local school district also has the opportunity to tap into additional math courses, as well as offerings in foreign language. The superintendent is confident local satellite courses will expand with the ESN system, and says "rural schools will have to go to a system of this type because access to the courses is harder and harder to come by." Sucharski added that rural high school students need the satellite courses to help them compete successfully at the college level, or face taking introductory courses once they get to a university. He pointed to the wide variety of material offered by the numerous educational satellites, and said students can now take a historical tour by video without having to leave the classroom. Satellite instruction is not designed to replace people because teachers are needed to coordinate the classroom work, he added. The superintendent said the Missouri School Boards Association applied for, and received a federal grant which enables rural schools to install satellite systems at a reduced cost. A fee of $4,375 covers the cost of satellite access, equipment programming and directories to all the programs available with the system. A fee of $875 is charged per instructional course, such as the Trigonometry class to be offered at Bismarck High School in the city to check those numbers.
